Dr. DRUMMOND SHIELSasked the Secretary of State for Scotland, in view of his recommendation in Circular No. 2,292 (Methods of Treatment), issued on 16th January, 1929, if he is aware that recently lads between the ages of 16 and 21 have been sent to prison for periods of five days and longer owing to their not having been given time to pay the fine imposed; and will he take further steps to put his views on this subject before the magistrates and justices of juvenile and ordinary Courts?
