asked the Postmaster-General if, in view of the considerable saving in labour at the post offices by the use of franking machines by large commercial houses, he is prepared to grant a rebate of say 3 per cent. to the users on the postage used, as is done in Canada, Poland, and other places, to encourage the further use of this machine?

The use of private franking machines saves very little labour to the Post Office, in view of the cost of the special arrangements required to check the use made of them and to ensure that there is no loss of revenue. I am unable, therefore, to grant any rebate to users.
