§ Earl WINTERTONYes, Sir, a number of representations have been received, most of them directed against the proposal to render judges who are members of the Indian Civil Service eligible for the office of Chief Justice. Some of the 1274 objectors go further and would reserve this office as at present for members of the English, Scottish or Irish Bar, and some urge that the Bill should not be proceeded with pending the decisions to be taken on the recommendations of the Statutory Commission.
