§ Mr. BETTERTONThis requirement was abolished as long ago as January, 1924. I am not in a position to say on what grounds the decision was then taken, but I may point out that such an undertaking is not really enforceable in practice, and experience has shown that since it was abandoned the proportion of trainees entering domestic service has increased.
