§ Colonel ASHLEYThe latest information in my possession was collected during the year 1925, and relates to the practice in certain European countries. As this information is not up to date I feel that its publication might be misleading.

§ Colonel ASHLEYI think probably it would be better to wait till we have a clearer view of how this is working.
