asked the Secretary of State for Scotland if he is aware that at present in Glasgow house factors are taking tenants to both the small debt and eviction Courts for arrears of rent while they are not owing any money; that the sum sued for is advance rent, and that at present both Courts are congested; and if he will take steps to provide a remedy for tenants in such a position?

In reply to the first and second parts of the question, actions are frequently brought in respect of rent payable in advance, but not till after the date on which it becomes payable. There is an abnormal number of cases in both Courts, and to meet the pressure an additional sitting of each Court was arranged some time ago. As regards the last part of the question, I am taking steps which I hope may tend to relieve the situation.
