Mr. W. ADAMSONThe answer to the first part of the question is in the affirmative. Circulars dealing with recommendations which do not involve legislation have been issued by the Scottish Office and Scottish Education Department. Other recommendations are under consideration with a view to the introduction, when Parliamentary time permits, of legislation amending the Children Act, 1908, and dealing with probation and other matters.
