asked the Home Secretary whether the Government will consider the desirability of introducing legislation to permit the transfer from one bench to another of existing magistrates who may for different reasons change their residence?

I have been asked to reply. No legislation is necessary to permit the transfer from one bench to another of existing magistrates who may change their residence. The Lord Chancellor is always willing to sanction such transfers when they are recommended by his Advisory Committees.
