asked the Secretary of State for the Colonies whether he will make a statement with regard to the deadlock in negotiations over the question of the Iraqi railways which under the financial agreement of 1924 should be transferred this year to the ownership of the Iraqi Government; what is the cause of this deadlock; and what steps are being taken by His Majesty's Government to effect the transference?

I hope that it may be possible to resume conversations with the Iraq Government on the subject of the railways when a new Cabinet has been formed. Meanwhile, I think it better not to make any statement at the present time.
