28. Mr. CECIL WILSON

asked the Minister of Health how the formula differentiates between two areas alike in all respects except that, whilst in one there are no unemployed persons receiving Poor Law relief, in the other there are a considerable number?

Mr. CHAMBERLAIN

On the hon. Member's hypothesis, I do not think that the general characteristics of the two areas, of which account is taken in the formula, could possibly be alike in all respects.

Mr. WILSON

If they are alike, what differentiation is there?

Mr. CHAMBERLAIN

I do not think they could be alike.
