§ Mr. CHURCHILLIt is, as my hon. and gallant Friend is no doubt aware, the practice to issue a full memorandum as part of the volume of Civil Estimates; but owing to the fact that it is necessary to take the Vote on Account before this volume appears, the Estimate for this Vote is issued without any explanation of the variations from the previous year. I will therefore lay before the House a brief preliminary memorandum on the Civil Estimates for 1929.
