§ Sir A. STEEL-MAITLANDThe hon. Member is himself fully aware of all the circumstances of the case. Briefly, this is one of those difficult cases, a borderline case, because part of the work may be under the present Trade Board definition, but a large part is not. As the hon. Member is aware, a fresh Trade Board definition is being got out which will clear up the situation, but it takes some lime.
