asked the Minister of Transport whether he has had any complaints respecting the condition of the Kingston by-pass road; and, if so, what steps are being taken to improve the surface of the road?

Colonel ASHLEY

Complaints reach me occasionally, but the road is maintained by the Surrey County Council, and they are responsible for the proper upkeep and repair of the highway.

Mr. SNOWDEN

Is the right hon. Gentleman aware that it is the unanimous opinion of anybody who uses petrol that this road is the worst piece of road between London and Portsmouth?

Colonel ASHLEY

I shall take care that the views of the right hon. Gentleman are communicated to the Surrey County Council.

Mr. WARDLAW-MILNE

Is it not the case that in all these new large arterial roads there is considerable trouble with the surface?

Colonel ASHLEY

Oh, not I cannot admit that for a moment. In the case of roads where there is an embankment to a bridge, the approach to the bridge may not be perfect, because you have to give time for the embankment to consolidate before you put on the final coating.
