§ Sir K. WOODThe reply to the first part of the question is in the affirmative. The obtaining of discounts from tradesmen is not an uncommon feature of commercial transactions where large quantities of goods are concerned. The action of the guardians does not require any sanction on my right hon. Friend's part, but on the other hand, is not action which he is disposed to criticise.
