§ The PRIME MINISTERI have seen that this proposal has been made in a letter published over influential signatures which of course command my most careful attention. There are, however, important considerations which must be carefully weighed before I decide. The subject, I ought to say, is clearly outside the terms of reference of the Shaw Commission and cannot be made a part of its report.
