Mr. A. HENDERSONThe French and Italian Governments have taken the same steps as were taken by the United States Government and His Majesty's Government in the matter. Replies were received by the United States Government from a number of other Governments approving the proposal made by them, but the fact that direct negotiations had been begun between the Soviet and Chinese Governments has, no doubt, made it seem unnecessary to many other Governments to follow suit.
