§ Mr. CLYNESWhere the nuisance exists, it can be, and in numerous places has been, dealt with by a byelaw for "good rule and government" under the Municipal Corporations Act, 1882, or the Local Government Act, 1888. Responsibility for taking action, where necessary, rests with the byelaw-making authority, i.e., the County or Borough Council.
§ Mr. HARRISIs the right hon. Gentleman aware that this nuisance is a very serious one in London, and cannot he do something to remedy it?
§ Mr. CLYNESThe responsibility rests on the local councils.
§ Mr. THURTLEIs the Home Secretary aware that this nuisance was considerably aggravated during the General Election by the Liberal party?
