§ 17. Mr. A. HENDERSONAs I informed the hon. Member for Rutland and Stamford (Mr. Smith-Carrington) on the 20th November last, new proposals are now under consideration. They are based on the Advisory Committee's Report, but in 15 some respects they differ from its recommendations owing to changed circumstances.
