§ Sir A. STEEL-MAITLANDMen are not transferred from depressed areas unless there are specific vacancies or good prospects that employment will be immediately available for them in the new area. As regards Devonport and Plymouth, I understand that those transferred have found employment in such occupations as agriculture, cable laying, coach-building, general labouring, etc.
