42. Mr. BLINDELL (for Mr. CRAWFURD)

asked the Chancellor of the Exchequer whether his attention has been called to the difficulties which the toy trade are experiencing in the import of mechanical toys which emit sparks and on which the Customs officers are demanding a duty of 6d. on the ground that these toys may be used as gas, cigar, or pipe lighters; and, with a view of removing these difficulties, will he consider the advisability of issuing an order that toys of this character are not to be taxed as mechanical lighters?

I understand that toys of the description stated, which are not suitable for use as mechanical lighters, are regarded by the Customs as not liable to duty. The question is obviously one of fact, and, if the hon. Member will furnish me with particulars of the articles he has in mind, I will cause inquiry to be made.
