asked the Minister of Agriculture whether the working of the Order under the Merchandise Marks Act for imported rose trees will enable British importers to protect the plants by covering the roots with soil?

The Order in question only requires the marking of rose trees on exposure for sale and on sale, not on importation. There is nothing in the Order to prevent the covering of the roots in the manner suggested.
