82. Lieut.-Commander KENWORTHY

asked the Secretary of State for the Colonies whether, when the Lands Trust Bill of Kenya Colony has been approved by him, it is proposed to demarcate finally the areas covered by the Bill; and whether the labour employed in such work will be voluntary labour paid at the market rate or whether it is proposed to use compulsory labour for the purpose?

Mr. AMERY

I understand that the Colonial Government has already taken action with a view to the demarcation of the boundaries of the native reserves, and that it is the intention that the work should be carried out by communal labour in accordance with the provisions of the Roads in Native, Reserves Ordinance which was passed in 1910, and specifically provides for work of this nature being carried out by the tribes concerned.

Do I understand that the natives will not be paid for the work?

Mr. AMERY

I am not sure as to the question of pay. The work is being carried out by communal labour.
