HC Deb 26 November 1928 vol 223 cc17-9
47. Mr. WEDGWOOD BENN

asked the Prime Minister whether the Government will publish in the form of a White Paper their new proposals in regard to safeguarding and, in particular, state whether all applicants for an inquiry will have a right to be heard without the necessity for the establishment of any primâ, facie case; what the composition of the committees is to be and the terms of en- gagement of the members thereof; and what exactly will be the Parliamentary procedure following upon the recommendations of such committees?

The PRIME MINISTER (Mr. Baldwin)

The proposals of the Government were stated in the House by my right hon. Friend the Secretary of State for War on November 14th, and I see no occasion to reprint them at the present moment as a White Paper.

Mr. BENN

May we take it that the proposal for the alteration of the safeguarding procedure is embodied textually in that statement?

The PRIME MINISTER

Certainly it embodies the proposals but the work "textually" is a rather strong one.
