Mr. WEDGWOOD BENNasked the Prime Minister whether the Government will publish in the form of a White Paper their new proposals in regard to safeguarding and, in particular, state whether all applicants for an inquiry will have a right to be heard without the necessity for the establishment of any primâ, facie case; what the composition of the committees is to be and the terms of en- 18 gagement of the members thereof; and what exactly will be the Parliamentary procedure following upon the recommendations of such committees?
§ The PRIME MINISTER (Mr. Baldwin)The proposals of the Government were stated in the House by my right hon. Friend the Secretary of State for War on November 14th, and I see no occasion to reprint them at the present moment as a White Paper.
§ Mr. BENNMay we take it that the proposal for the alteration of the safeguarding procedure is embodied textually in that statement?
§ The PRIME MINISTERCertainly it embodies the proposals but the work "textually" is a rather strong one.
