I beg to give notice that on going into Committee of Supply on the Civil Service Estimates—[HON. MEMBERS: "Navy Estimates"]—on the Navy Estimates, I shall call attention to the necessity for maintaining an adequate number of cruisers on trade routes, and move a Resolution.

On a point of Order. In reference to the notice of Motion given by the hon. Member for Brighton (Sir C. Rawson), may I respectfully ask whether an hon. Member whose name is called as a result of the ballot can propose a Motion on any of the Estimates, or whether he is to be subject to the dictation of the Parliamentary Secretary to the Treasury. It is a matter affecting the freedom of this House, and I wish to know if you will protect the hon. Member.
