asked the Secretary of State for Foreign Affairs what steps he is taking to improve the relations between Great Britain and Russia?

Mr. LOCKER-LAMPSON

His Majesty's Government have repeatedly explained the conditions on which they are prepared to consider the resumption of diplomatic relations with the Soviet Government. So far, they have received no indication that the Soviet Government are willing to comply with those conditions.

Mr. TAYLOR

In view of the importance of the co-operation of the Russian Government for the purpose of maintaining and establishing world peace and developing world trade, could not the Foreign Office take the initiative in trying to re-establish relations?

Mr. LOCKER-LAMPSON

I think it is for the Soviet Government to take the first step. Directly they show that they are prepared to observe the ordinary courtesies and decencies of international intercourse, we shall be prepared to meet them.

Mr. TAYLOR

On what grounds does the Under-Secretary base his justification for surrendering the initiative to Russia in this matter?

Mr. LOCKER-LAMPSON

I cannot go into the whole question. The hon. Member knows as well as I do why diplomatic relations were broken off, and it is for Russia to take the first step.
