Mr. LOCKER-LAMPSONI am unable to state what, if any, action is being taken in connection with the telegram addressed to the Secretariat-General of the League of Nations, under paragraph 2 of Article 11 of the Covenant. No deliberations of the Council on the question are in progress.

Mr. LOCKER-LAMPSONIt has nothing whatever to do with His Majesty's Government. It lies entirely with the Acting Chairman, who I believe is the Chinese representative, and the Secretary-General to call a meeting.
