asked the Minister of Pensions whether constant attendance allowances are granted in cases where there is total incapacity, although the recognised disability from War service is less than 100 per cent.?

No, Sir. It is a condition, under the terms of the Warrant, of the grant of the special allowance referred to that the pensioner is in receipt of pension based on an assessment of not less than the maximum.
