asked the Minister of Transport what progress has been made to provide alternative routes enabling traffic to by-pass the Elephant and Castle, in the borough of Southwark; whether any negotiations are proceeding with a view to further immediate improvements; and can he give particulars of them?

The MINISTER of TRANSPORT (Colonel Ashley)

Arrangements have been made for a widening of Harper Street and Union Street, and negotiations are proceeding which I hope will result in further improvements in this neighbourhood on the lines recommended by the London Traffic Advisory Committee on page 22 of their First Annual Report.

Can the right hon. and gallant Gentleman say what has been holding up these negotiations, because I have had the same answer several times?

I think that not only the necessity of consulting a good many people, but also the necessity of finding the money.
