Member for Central Hull (Lieut.-Commander Kenworthy) and other Members— ["That, in the opinion of this House, the presence of Ministers is necessary when their own Estimates are under discussion on an allotted day in order that they may reply to grievances voiced by the Commons before Supply is voted."]
