asked the Minister of Health whether he has received any complaints, and, if so, how many, against local authorities who have refused to grant certificates for the subsidy to private builders who desire to build houses under the Housing Act, 1923?

Mr. CHAMBERLAIN

I occasionally receive representations in the circumstances indicated in the hon. Member's question, but no record of the number of such representations received is made. While I am always prepared to make inquiries with regard to individual cases brought to my notice, the actual decision rests with the local authority administering the scheme, and I have no power to overrule their decision.

Mr. WILLIAMS

May I ask what what would be the position if the right hon. Gentleman knew that there was an acute housing shortage in a particular district, and still the local authority refused to grant subsidy certificates?

Mr. CHAMBERLAIN

I should take all the circumstances into account.
