STEEL-MAITLANDIn order to seek employment as seamen it is necessary for these men to visit South Shields, 1900 and I do not think it is unreasonable to require them to attend at the South Shields Exchange on alternate days, such attendance being the ordinary requirement for men residing from two to four miles away, as is the case here.
