asked the Chancellor of the Exchequer whether since in neither case can a pension be paid, he will state in what respects dismissal from the Civil Service differs from permission to resign as the result of an adverse Report?

The distinction marks a difference in the degree of culpability of the officer concerned; the hon. and gallant Member will appreciate that there are occasions on which an officer's conduct, though not so culpable as to justify "dismissal from the service" has nevertheless been such as to make his continued employment in the service contrary to the public interest.
