asked the Minister of Health if he has received a copy of a resolution passed by the guardians of the Birmingham Union on 15th February with regard to the mentally unfit; and whether he proposes to set up such an inquiry as is asked for?

My right hon. Friend has received a copy of this resolution, and he fully appreciates the importance of the matter to which it refers. But he cannot undertake at the present time to embark on an inquiry which would involve the far-reaching and controversial issues inseparable from this question.
