§ Sir S. HOAREAs regards the first part of the question, I am sending my hon. Friend a copy of a memorandum which has been reproduced in the Order to which he refers, and in which such changes as have been made, and the reasons for them, are fully explained for the information of the Royal Air Force. As regards the second part, the object of the scheme set forth in the Order is to provide a more assured career and improved prospects of promotion for officers and non-commissioned officers without additional expenditure, and it is the 518 result of a complete and detailed investigation of all the factors involved in the light of the experience of the past 10 years.
