asked the Postmaster-General whether he is aware that the United Kingdom letter charge for samples is higher than the charge made by the Post Office for delivering a similar set of samples abroad; and what is the reason?

It is the case that the charge for samples sent by inland letter post is higher than the charge for samples sent abroad. The foreign sample post is maintained in execution of the Postal Union Convention, to which this country is a party, and its justification lies in the fact that the foreign letter scale is much higher and steeper than the inland letter scale.
