asked the Secretary of St ate for War if he will grant compensation to those persons in the Hartlepools who have sustained damage and whose property has also sustained damage as a result of the practice firing from certain batteries in the immediate neighbourhood?

Compensation is not granted for damage which may result from firing unless there are abnormal circumstances, or it can be shown that there has been negligence on the part of the military authorities. I am not aware of any damage to persons or property at the Hartlepools due to such negligence, but, if my hon. Friend has any particular cases in mind, and will let me have details, I will have inquiries made.
