§ The PARLIAMENTARY SECRETARY to the ADMIRALTY (Lieut.-Colonel Headlam)It has not been found possible to increase the privileges of leading ratings except as stated in Article 514a, Clause 2, of the King's Regulations and Admiralty Instructions, as amended in July, 1927. It is difficult to extend further privileges to leading ratings without unduly lessening the distinction between them and petty officers.
