asked the Secretary of State for the Home Department whether negotiations have been in progress with the Government of Northern Ireland regarding the mutual repatriation of persons in receipt of poor relief?

No, Sir, my right hon. Friend is not aware that any legal difficulty has arisen as regards Northern Ireland.

Then why is it necessary to have negotiations of this character with the Government of Southern Ireland?

Because the Government of Ireland Act altered the law so far as the Irish Free State was concerned, but it did not alter the law so far as Northern Ireland was concerned.
