Lords Amendment: In page 1, leave out the Preamble.

Is it not rather unusual to leave out the Preamble? May we have some word of explanation as to why it is left out?

Perhaps I may say for the convenience of the House that although this list of Amendments looks very formidable, only five of them are Amendments of any substance. The reason why the Preamble is being left out is that as the Bill was originally brought in it was intended to direct the attention of the House by means of the Preamble to the fact that we intended to consolidate all the Petroleum Acts. A Consolidation Bill has now been introduced in another place, and therefore this Preamble is no longer necessary.
