asked the Chancellor of the Exchequer if he is aware that refiners have refused to give to buyers the full reduction of duty according to polarisation on low-grade sugars in bond at the refinery at the date of the Budget proposals; and will he say if his agreement with the refiners contained any provision for differentiating between high-grade and low-grade sugars?

The answer to the first part of the question is in the negative. If the hon. Member will furnish me with particulars of any case he has in mind I will have inquiries made. As regards the second part, the undertaking given by the sugar refiners contained no provision for differentiating between high-grade and low-grade sugars. I am informed that the price of low-grade sugars was, in fact, reduced by at least the amount of the reduction of duty according to polarisation.
