asked the Secretary of State for the Colonies what new circumstances arose to cause the abandonment of the Film Quota Bill in the Singapore legislature which were not in existence when it was introduced?

No new circumstances have arisen, but the Government of the Straits Settlements, in reconsidering their draft Bill in the light of the Imperial Act recently passed on the subject, felt that similar legislation in the Straits Settlements would be premature. Their principal reasons were that the supply of British films is at present inadequate, and that American films have no monopoly in the Straits Settlements.
