Duchess of ATHOLLI assume that the hon. Member is referring to the Memorandum which is being prepared on the present relations of technical education and industry. My right hon. Friend hopes to be able to publish this Memorandum before the Recess. He does not anticipate that there will be any occasion to issue an accompanying circular with it.
