Mr. SANDEMAN ALLENasked the Secretary of State for Foreign Affairs whether he is aware that Portugal is seeking for a loan through the League of Nations; and, whether His Majesty's Government will assure the House that it will not be a party to any such loan unless and until Portugal has abandoned all flag discrimination contrary to the principles laid down by the League of Nations in the Maritime Ports Convention?

CHAMBERLAINHis Majesty's Government have for some time past been making representations to the Portuguese Government on the subject of flag discrimination, and I understand that a decree will shortly appear abolishing all flag discrimination of any kind in Portugal and the Portuguese Dominions. The question of a loan must be dealt with on its own merits.
