asked the Under-Secretary of State for India in which provinces committees of investigation have been set up, following the recommendation of the Delhi Conference of Excise Ministers on the question of opium that inquiries should be instituted in those areas in British India where the consumption of opium was exceedingly high?

In August last committees had already been, or were about to be, set up in various areas in Bombay, the Central Provinces, Bihar and Orissa, Madras and Bengal. The Government of the United Provinces were arranging to conduct inquiries through the existing licensing boards.
