asked the secretary of State for Foreign Affairs whether he has now received the Report of His Majesty's Consul-General at Loando regarding the case of Mr. A. J. Brewer, second officer of the Clan Line s. s. "Clan Lamont," who, after arrest on the charge of theft of £1 was imprisoned for nine months, while awaiting trial in Portuguese West Africa, and who was then condemned to 360 days' imprisonment and £18 fine or another 90 days' imprisonment; and, if so, what action his Department intends to take in the matter?

The Report from His Majesty's Consul-General at Loanda has not yet been received, but I expect it shortly. I may, however, add that the day before yesterday we received a telegram from the Consul-General to the effect that the Report was on its way.
