Mr. SAKLATVALAasked the Prime Minister if he is prepared to propose to all the signatories of the Kellogg Pact to undertake that their total expenditure on all forms of arms, armed forces, and civil services attached to armed forces, shall not in their next budgets exceed 12 per cent. of their total revenue for the year and will thereafter be reduced by 1 per cent. per annum for the following seven years?
