§ Sir W. MITCHELL-THOMSONI am not clear as to the nature of the training to which the hon. Member refers. The responsibility for the selection of candidates for employment in the London Telephone Service must rest with the authorities of that Department; and I am not prepared to introduce the arrangement suggested by the hon. Member.
