§ Earl WINTERTONThe Government of India inform me that the latest census figures indicate 43 millions as the number of members of the so-called depressed classes, and that from information provided in provincial educational reports they estimate that of these, some 29 millions are "untouchables" Neither term is capable of very precise definition; consequently these figures are somewhat indefinite.
