AB ill dealing with illegal trawling, the Illegal Trawling (Scotland) Penalties Bill, is now before the House, and if it is read a Second time, the question whether illegal trawling should he punished by the cancellation or suspension of the skipper's certificate could be considered on the Committee stage. I can only say at this stage that the question is one which will 1052 require very careful consideration, having regard to the provisions of the Merchant Shipping Acts, relating to the suspension and cancellation of certificates.
