asked the Under-Secretary of State for India (1) whether he can give the reason why the Burma allowance, settled in 1919, is not granted in the case of Government of India officials in Rangoon;

(2) whether, seeing that the Burma allowance to officers under the Government of India and to officers under the Government of Burma was sanctioned by the Secretary of State in 1919 on a scale which was to stand for 10 years and thereafter be reconsidered, he will state why this has been subsequently altered in 1924?

Earl WINTERTON

I can find nothing in the Orders of 1919 which pledges the Secretary of State to the grant of this allowance for 10 years to officers of the Government of India. If the hon. and gallant Member is aware of any case in which the allowance was promised for 10 years and has since been withdrawn I will look into it if he will give me particulars of it. On the general question I have nothing to add to the answer which I gave to the hon. and gallant Member on 14th November.

Is the Noble Lord aware that to-day the Superintendent of the Central Telegraph Office receives less than his deputy, and that many officers, recruited in the United Kingdom, are receiving less than their subordinates?

Earl WINTERTON

I do not think that arises out of this question. My invitation to the hon. and gallant Member is to send me any cases arising out of the question, and I will look into them.

What about the case of the Superintendent of the Central Telegraph Office?

Will the hon. and gallant Member send me particulars of that case, and I will look into it?

30. Colonel HOWARD-BURY

asked the Under-Secretary of State for India whether, in view of the fact that the Government of India has been given power to fix compensatory allowances to officers under their control, he will state whether those officers have any right of appeal on the subject to the Secretary of State?

Earl WINTERTON

There is no statutory right of appeal on this point, but it is open to officers to submit memorials on the subject through the regular channels.
